Decisions before approval
A board or committee needs to understand the present risk, intended result, delivery route and assumptions that still need testing.

Complete and phased project routes
Work can include complete golf and sports-turf systems, mains and lateral renewal, rewires and control upgrades, pump stations, storage, transfer systems, new holes, tees, practice areas and grow-in.
A phased programme should be designed backwards from the intended final system. Main routes, isolation, controller capacity, pump duty, storage and future connections must support later work.
Responsibility and coordination
Some projects begin with an independent consultant and a complete specification. Others begin with an organisation that needs help forming the brief. In either route, design responsibility, contractor scope, retained equipment, exclusions and interfaces should be clear before installation.

Testing and handover
Relevant sections are tested, controls are checked and the operating team receives the records and guidance included in the agreed scope. This can include commissioning results, station information, marked-up drawings, outstanding observations and practical training.
